Power of attorney

I have the register the general power of attorney the principal and the agent and witness are available the pow is made of property which the building landlord us giving to me but now the register said me to pay stemp duty from the price of property the register is saying that I had included the redevelopment points in power of attorney so the register is saying to pay the stemp duty by the rate of the property but I said to register that the law of register of documents 1906 the register don't have any right the check the document but still he refuse to register the power of attorney
