Possession letter received without oc

I have bought property from the builder in March_15 and as per agreement possession date was in Dec_2015 while, he has given fit out possession in Aug_15 and legal Possession in Sept_2015, while, after 18 months, i am still awaiting OC, Since, builder has applied but not yet received, So, wants to know what is legal consequences and opinion are there to get compensation
