Plot purchase bhogavatadar varg 2

Sir, Please advice us on below - I am planing to plot ( Near Wai-Maharashtra) which is under bhogatadar 2 ( class 2 ) caategory. Seller (plot owner )dont have permission from Collector ? 1. What is the risk in buying without collector permission? 2. Can I get permission after purchase the plot, from collector ? and what is the fees/procedure for that ?? 3.
