Photographing police personnel.

Is taking photograph of an on duty uniformed (without name plate) traffic cop constitutes a criminal offence? If the answer is in the affirmative what is the relevant section of IPC?

A person while exiting from a market area forgot to wear the helmet for a momentarty lapse of concentration. A traffic cop posted in the vicinity immediately stopped the person and collect the person's licence. The cop was not ready to return the driving licence even after collecting a fine/bribe of Rs. 500/- and told the victim that the driving licence will be confiscated and will be suspended for three months. Remember, this is an unintentional first time offence. As the cop was without any identity badge, the victim suspected some foul play. The cop realising that he is being photographed pounced upon the victim and tried to snatch the mobile phone. Immediately after that the cop became more furious and violent and slapped a case of disobedience in addition to fine for driving without helmet. The cop also thraten the victim to make him get rid of his govt. Job as according to him it is a criminal offence to try clicking photograph of an on duty, uniformed police personnel. This is the fact. May I now get the answer of my original query?
