Person's of Indian Origin

1)Do person's of indian origin had  a right to buy  agricultural land in india?

2)If he buys an agricultural land does he have not  have a right to sell?

3)Can he make an mutation of such property?

He can purchase, get it mutated in his name and can sale as per his sweet will and whims. Law permits him to do so. subject to special laws in some of States which bar only agriculturist to purchase agriculture land.
