Payment of property tax due

A resdidential house was bought in 1995 in my fathers name (deceased) in ramurthynagar bangalore and no taxes have been paid till date and recently the property was registered in my mothers name Now can taxes which are due be paid first without khata ? If so wil this payment be valid?
