Pay protection and technical resignation

Dear Friends,

I have recently moved from one Govt job to another Govt job (both academic). Following are the sequence of events:

1. I had applied to both these places at the same date.

2. I was employed by my old employer within few months. 

3. Later I was interviewed by my present employer and they offered me a job which I accepted.

4. Even though I did NOT take NOC (or "through proper channel") from my old employer at the time of interview, my old employer was kind to accept my "technical resignation" and the office order of my previous employer says that the "the competent authority has kindly accepted the technical resignation of ....". I know that there is a mistake on my part of not submitting the NOC, but I was misinformed or not guided properly by others.

In any case, I got the "technical resignation" at the end!

5. Even though my present employer promised for "pay protection", now they are giving many excuses!

Can you please consider my case for your valued suggestions for pay protection? Is it true that the fact that my "technical resignation" was accepted automatically means that my pay has to be protected? I am financially loosing lots of money every month! They are talking about a possibility of not considering the experience my past job!

I will appreciate your suggestions with some possible technical reference e.g Swamy's book as all refer!
