Pay protection

before 3 years i am working as a jr hindi translator in pay level 6 in fully funded autonomous body of central govt after 3 years i got selected through ssc on the post of jr hindi translator in same pay level 6 in 7cpc in my previous office i have got 3 increments and my baisc pay was 38700 but in new central govt dept my initial basic of rs 35400 is given to me can i got pay protection as per OM No. 3379-E.III (B)/65 dated the 17th June, 1965 or they deny as my previous department is autonomous body of central govt

I have applied through proper channel and joined central govt office after proper released order and last pay certificate which shows last basic rs 38700/-
