Pattadar passbook

Respected Sir,

My mother executed a registered will in favour of me in 2002.  That land was self acquired by my mother she had pattadar passbook and title deed by her name.  I have two brothers and one sister. They got partition through registered will of my Father.  There is no dispute in the family. I was enjoying the above property from Jan 2011 after my mother death as per the registered will.  Recently I approached the Thahasildar and applied for making entries into my passbook from my mother passbook.  The Thahasildar gave a notice to me to produce all my brothers and sisters to conduct enquiry about the registered will. I submitted  recent encumbarance certificate as a proof that there is no other will is executed. My brothers and sister submitted their no objection  letters against the will and for the sanction of pattadar passbook in my favour through registered post as they are living various places. But the Thahasildar gave orders to me it is compulsory to atted brothers and sister, the document writer and the members who put their signatures in the registered office before the sub-registrar.  It took three months time for this process from the date of my application. My quiry is

1.Is it compulsory to produce my brothers, sister, document writer and the witnessed persons at Thahasildar office for  enquiry?  (Even though there is a registerd will in my favour and there is no objections against me from the execution of the will).
