past service and pay protection in probation period

I was working as assistant in central autonomous body GP 2800. I intimated them about my previous exams which i applied before joining the post. After 8 months I got an offer letter from other central autonomous body on GP 2400. I applied for technical resignation in my dept. And they accepted and forwarded my resignation letter to new dept. My new dept. Was not accepting my resignation as "technical" and not giving any benefits related to that as they are saying you are in probation period at the time u relieved from the old dept. Plz tell me whether my past service will be counted and is there is pay protection rules and increments etc

If you were not permanent then you are not eligible for technical resignation or lien.

 

However, pay protection is admissible even to non-permanent employee taking a higher post.  In your case you have joined a lower post which is not in public interest.  Perhaps the old deptt erroneously forwarded application.
