Panchkula housing board's

My friends father had been alloted house by Housing board Panchkula, now as per Chandigarh housing board rules, persons having been alloted house by any board/corp in tricity (Chandigarh, Mohali, Panchkula) cant apply afresh...

He wants to buy/ apply for Chandigarh Housing Board's scheme now. Expert please advise shall he sell/lease or transfer old house of Panchkula Board or not?
