Panchayat approved layout

i am planning to buy villa plot in gated community named sri sai gardenia in Hulimangala panchayat, near electronic city at 800 Rs per SQFt in the gated community, which is really low as compared to adjoining areas. it is in Bangalore Urban so developer says it may soon come under BBMP.
its not DC converted.

It is only panchayat approved & BDA NoC, no other approval,
Anyone please let me know the possible legal complication that can arise in future. Is it safe?

It is always better  not to prefer panchayat approval plots, because they do not have powers to regularize lands and they have no powers to convert agriculture land for residential purpose or commercial purpose.  The power vests with the government land revenue authorities, after completion of due process.
