Owns a flat in delhi but has no conveyance deed

Dear Sir(s), We have a flat in a registered society in Delhi NCR (Dwarka). The flat was allocated by draw in presence of members of the society and the draw of lots was confirmed by Commissioner(Housing) D.D.A vide letter no- F7(110)/93/GH/DDA/7053 dated 24-12-2001 and is in accordance with the agreement executed between the Member and the Society. Now we wanted to sell this this flat but we didn't have the Conveyance Deed. Please advice can we sell our flat without having the registered Conveyance Deed. The society is build on DDA allocated land for the Soceity Regards
