On what basis indian passport can be seized in india

A white collared person has cheated many people in corporate office by taking money, and suspected that he ran away from india,. He has given a cheque of Rs 30laks and the person ran away. How can we file a criminal case, cheque bounce and passport seizing. How can we achieve.

who he cheated?

 

 

when cheque is bounced?

 

whether notice served upon him in 15 days of bouncing of cheque?
