Obc criteria

What does the word "direct recruit" mean in the OBC Criteria being published by the NCBC ? It is confusing in the sense that direct recruits may mean the one who entered the particular class or it may also mean the ones who came in a particular class of job via direct recruitment (as there are many other mode of recruitment like compassionate, regularised, deputation, absorption etc.)
