obc certificate obtaining issue in tamilnadu

I am from tirunelveli tamilnadu state. I need obc certificate and belogs thockalavar community. i have submitted required documents but the officials ask my patent's community as proof of that. but my father has no community certificate.How can i clear this issue and get obc ncl certificate? pls guide me
