Nominee not registered under soceitys law

My Client is an unmarried lady of 65 years. since there is no legal heir, she has made her nephew as her nominee. Due procedure was followed whereby the secretary had given an acknowledgement that the nominee wud be registered. Now its found after 2 years that nothing has been done and the secretary has left the premises and now not traceable.

Should i ask my client to make and application again giving reference of the previous affidavit or shud i restart the entire process again.
