Noc higher studies

Sir,

As we all are aware that NOC is required for higher studies for Govt. employees.

Is there any rule/guideline/judgment/swamy’s book regarding time required for acceptance/rejection? Otherwise it may not be given for months/years and employee will not be able to go ahead.

I mean any time frame like citizen charter that, if not rejected within one month/years deemed to be approved?
