night and early morning disturbance

we have a factory next to my appartment and they are recently rented the space for the storage of steel rods used for building houses. But late night and early morning 4.00Am they transporting the steel start doing the work. and we are totally disturbed. I dont know is any rules are there and i am staying in pallikaranai. Chennai .pls guide me what can I do

You can file a Police complaint. Complaint to control room exactly when such nuisance is going on so that they can have first hand eye witness. File RTI Application to Corporation and seek permission given to that building was residential or Industrial or commercial. Depending on that information, make a complaint for violations if any. Always take up these matters collectively as group and never expose yourself individually.
