NEED HELP PLEASE

Hello Sir,
I am Venkata Teja Surapaneni, Iam from Vijayawada, Andhra Pradesh, Sir here is my problem, Iam joined B.Tech in Priyadarshini Institute of Engineering and Technolgy, Chintalapudi, Tenali, Andhra Pradesh in 2009(Affliated to JNTU, Kakinada), Sir i am applied for the scholarship and the scholarship is sectioned for me from the governament of AP, sir iam discontinued my b. tech in first year (2009) due to some family financial problems, after some days i went to college and i told my problems and i asked for the my certificates they are told to me pay the three years fees (Rs.1,00,000), how can i pay the money sir, i
have no money to pay the fee for my certificates, i went to college many times for my certificates and i told to the principl, the principal is replaied to me any where you can say we will not give the certificates without money, IS IT RULE IN UGC & AICTE, Please help me sir, my life is spoilling, I hope will help to me, whom to approach to get back my certificates, Please help me sir any way to get back my certificates.

Issue notice to the college to return the certificates explaining your financial condition.

i agree with what Adv. Rajeev says. the best way to go about it would be ask in writing for the certificates(that is by way of notice) and if ven then they ask for money, ask them to give that in writing. based on what they give on writing your next step can be decided.

to ask in writing it need not be a legal at the 1st instance, all you can do first is write a letter.

Issue     one   legal   Notice    to   get   back   u'r   Certificates.   Or    else    file    one   RTI   Application   with   requisite    fee   of   rupees   Ten   along   with   voter  Id   card.

THEY CAN NOT KEEP YOUR CERTIFICATE . BUT WHAT I THINK IN YOUR CASE 

YOU WILL HAVE TO PAY FOR THE YEAR OR HOW MUCH SERVICE U HAVE AVAILED FROM COLLEGE  

BUT THEY CANT DEMAND 3 YEAR FEES .AND IN COLLEGES FEES R TAKEN ADVANCE . SO THERE SHOULD NOT BE ANY TYPE OF ISSUE REGARDING THIS .....

SO BETTER OPTION CONSULT A LAWYER AND SEND THEM A LEGAL NOTICE THROUGH REGISTERED  AD ....

ONE MORE THING  HAVE U AVAILED THE SCHOLLERSHIP FROM GOVERMENT ?????

1.if you have received the scholarship amount,you have to return the amount so received.

2File RTI application alongwith a fee of Rs.10/-(IPO) to AICTE,New Delhi askinf for information about charges payable by a student in a case where the student desires to discontinue further studies in the institute.

3.While framing the RTI application please keep in mind that all your queries should be such that you are asking for information held by AICTE.It should not be in a question like manner.

4Be assured that the college can not demand more than the current year's fee.

5 If you have any doubts or need address of AICTE please feel free to write to me.

6. You can also write to the University with which the institute is affiliated.

Have you informed the institute in WRITING in 2009 itself that you do not want to continue studies?And have you any acknowledgement of the letter submitted by you?
