Name transfer

Hi,

We have a room (pagadi system) in Mumbai city which is in the name of my late grandfather, our family has decided to transfer the property in my name, the same has been communicated to the building owner.

But the buliding owner hasn't shown any interest on the same and has been reluctant. So I wanted to know how do I approach this situation going ahead.

Please advice me on the above.
