I am executive in a PSU ( Central) . In 2011, Our corporation has awarded a work to contractor for running and maintenance of our guest House situated at Dibrugarh, Assam. The minimum wages has been fixed based on our Project scheduled rate ( This is based on schedule of rate -2009 for building, Rural work department, Arunachal Pradesh). I have seen that these rates are lower then the minimum wages fixed by Regional Labour commissioner ( Cental) , Guwahati vide circular No. G/R. 93(1)/96-Cor.LS-II Date: 29 Oct 2010. Now the question is that is it correct to pay wages lower then the current minimum wages fixed by RLC, Guwahati. Please advise which rate should we adopt to prepare estimate for our works to be executed at Dibrugarh, Assam, given the fact that our office is situated at Roing, Arunachal Pradesh.
