membership in society

are there grounds on which a resident can be made a member of society even if the house is not registerd in the residents name? the actual owner is not a member and the a lot of maintenance is due from the owner who si also not a mamber. the resident is however ready to set aside all the dues to the society. what should the society to as the true owner is never appearing for the meetings nr becoming a menber and lakhs of amout is due to the society from him. also the property assesment tax is not paid by the owner but by the resident. the resident is a cousin of the owner. pls reply.

is there any way in which the resident can be made a menber the society has no issues as the resident is a person of responsibile character

Get an affidavit from the resident establishing his relationship with the owner, his residence in the house in question and his undertaking to clear all dues and on the basis of that affidavit make him associated member in place of original owner.
