Merely saying that x-ray of injured person is defective not sufficient to prove medical negligence/deficiency in services.To prove medical negligence cogent and expert evidence is required.if you have another x-ray which shows that injuries and fractures exist in later x-ray while it was not shown or displayed in earlier then you can approach to consumer form for your grievance.
