Master plan is different than the actual consturction

I have seen a property ( 2 BHK Flat in ground Floor) under Baranagar Municipality, Kolkata. After checking all the papers, I found that in the Master Plan of the Building the ground floor is shown as Car Parking Area. But in actual the ground floor is divided into two section of 2 BHK Flats, where in both flats people are residing. And one of the flat I intend to buy. The current owner is reselling it to me. He bought it from the promoter 7 months ago. He is reselling it because of urgent need of money.

Now I have cross checked with promoter, no revised plan is done for the ground floor. No Part CC has been done for the same. So no question of mutation.

Now If I buy it will i be able to do a revised plan ? And get it sanctioned by Municipality ? Else after buying I will be in trouble. Latter Municipality can impose huge fine stating it a illegal plan.

Please advice as urgently as possible.

it is a illegal construction so better to cross check with the municipality and find out the details what step to be taken from that particular area if you buy that flat to regularise the flat and also is it safe to buy the flat any other details also you can verify 

because we can tell legally that not to buy as it is illegal as anytime municpality will levy huge fines or demolish with notice so better to check with municipal office or check a new flat which is having proper sanction from municpal may be you have spend some more money but you would be free from mental tension
