Married indian nri muslim marry a foreign girl

Actually  I've married a indian muslim girl andhaving a kid. Also 2 years ago I married a muslim girl in Oman as per Omani law without noticing the embassy of India. How can I apply for PIO card for my Omani wife to embassy of India
