maintenance charges in owned flat

I have a flat in Kolkata which I am not occupying and have never occupied. The flat owners association is now asking for maintenance charges for the expense which is incurred for the water connection and supply and presumably for a 'darwaan' who stays on the premises. Since, I do not stay there and do not use any of these facilities, can they legally ask me to pay the maintenance for these?

Being a member of Housing Society all the members are required to pay the maintenance charges equally whether they use the facilities or not.

In Bombay, societies are even legally entitled to charge extra amount from members who do not occupy the flat (Non-occupancy charges).
