i am living in rural area which is of grampanchayat. kalher bhiwandi . here builder collected fund for legal society formation when i book flat. but builder doing delay for form society. in my biulding some peoples are collecting maintainace without any under law. 1.5 Rs per sq.ft. per flat . but i dont want to pay . hence this peoples send me notice for water disconnection .is thislawful. please suggect . how can i complaint about this peoples .and where
