Maharashtra protection rules amended 2005 or 2006 ?

the mahrashtra consumer protection rules, 2000 have reportedly been amended in 2005 or 2006, but no copy of amendments or amended rules is avaiable in shops or govt printing press.

Were the rules amended after 2000, and if so when ? Have they been gazetted ? Any one having a copy is requested to post the same for general benefit

In Navi Mumbai CIDCO leases out plots to builders. The Builders owes some dues to CIDCO which they somehow or the other didi not recovered from the builder. The building is now neary 20 years old but not conveyed to the Society. Though the builder is ready to convey the property to the Society - CIDCO is not ready to transfer unless the Society pay them the due which they should have recovered from the builder. In this circumstances how can we get CIDCO to transfer convey the property to the society.
