hi,
i lost my degree convocation certifificate by postal department.but in our village postman said that it is given to watchmen.In our college they required affidavit from police satation to produce duplicate one.i am not decided how to file case and on whom i have to file a case.plz suggest me on this problem...

Post man is liable for disciplinary action as well as criminal action under Post Office Act. Even watchman on his atetement is also criminally liable.
For issue of duplicate each univertisty has it s own procedure. if you have really not received then why you hesistate to give affidavit.
