Legal heir certificate for transfer of ownership

Hi,

I have two questions with regards to Legal Heir Certificate...

Do I still need a Legal Heir Certificate when I hold a copy of Will (Registered Will)

Can I make a person of my Choice as my Legal Heir that I can give my entire property rights.

I CAN'T UNDERSTAND YOUR SECOND QUESTION.

if you have a property in your name then you can obviously give it to anybody.

but at first your property has to be in your name by doing mutation.
