If you are all Hindu, then in case of deceased Hindu male dying without leaving a valid WILL his estate shall devolve equally upon ClassI Legal heirs i.e:

Mother, wife, sons.daughters………………..

Thus Grandfather is not ClassI legal heir and NO share since ClassI legal heirs are present.

It is simple case of inheritance and NO NOC is required.

Submit death certificate, Legal heir certificate to the authority under whose jurisdiction property falls (say patwaari) to record inheritance ad obtain  latest mutation record (say fard) 

Sir but in the registration office they said your grandfather is also one of the legal heir so he would come and sign to change the property name or else he would sign the relief order for the property. But my gradfather was not come to sign any property what should i do sir
