Is the front area of a builder apartment common area?

Hi, we are currently living on the ground floor of a builder apartment in Sector 31, Gurgaon. We havee 4 dogs and had hoped to put a temporary fence across the front area of our house for them to play in the evenings sometimes. However the landlord refused saying that its a common area for the tenants for 1st and 2nd floor also and exclusive access cannot be given to us. I would like to clarify - is this area really common or does it belong to the tenants of the ground floor? (PICTURE ATTACHED FOR REFERENCE)

It is a common area and not exclusive to ground floor tenant only. You can search for the approved plan in the corporation office, and you can find facts from the approved plan. If your own landlord stated as such, first and second-floor tenants may also raise similar issues. In the Dog's own interest you may explore possibilities of taking independent area and can allocate exclusive space for your four dogs to play, before the problem is complicated with unnecessary quarrels between human beings for dogs.

Yes we do plan to take an independent area soon. Also, there is no need to minimize my concern. Our dogs are like family to us and no conflict arising for them would be deemed "unnecessary" for us. Would appreciate if you limited your advice to the requested information. Thanks.
