intentional delay in payment of incremental dues by employer

I am working in district central cooperative bank. My employer wrongfully accused me of embezzlement and imposed major penality of stoppage of five increments with cummulative effect. I filed appeal to appelate authority and won the case after 9 years . The punishment order is set aside. My employer has accepted the order and the increments have restarted. But the dues for last 8 years are pending. I have made several written requests for release of dues but no body pay heed. Plz suggest me remedy for my case.
