In laws misusing govt benifits

Hi Experts, My FIL was govt employ and recently he retired.i noticed they are misusing the govt benifits like white ration card and created a false income certificate and got free education for my wife MBA.now they implicated me in a false dowry case and saying they give 20lks of dowry. Questions are 1) can I put case on misuse of govt benifits by in laws ?so that I can submit that in court saying these guys are frod. 2)how can I get his salary details so that I can ask how they able to give 20lks as dowry because my FIL was a mall govt employ(in agriculture department he used to explain formers use of pertisides)
