Context: I bought a flat in NHK Society(located in Sector 1 IMT Manesar) in May-2012. I have the following documents:-
1. Conveyance deed (which was given to me by the owner of the flat)
2. Registered Sale deed of the flat.
3. I have the copy of the proceeding book, which is maintained by the society stating the name of the outgoing member and my name as the incoming member.
Note: The NHK soicety has the occupation certificate(which it got in 2011) and also has adopted EMP-2011(Estate Management Procedures 2011). Copy of EMP-2011 can be downloaded from https://www.hsiidc.org/rules
Finally then I went to the registrar office(located on civil line in Gurgaon near John Haul) for getting the name changed from old owner to my name. Then an inspector at the registrar office is asking me to get the NOC from HSIIDC to get that done.
Now under EMP-2011 it states that " Any change in ownership after grant of Occupation Certificate to the Society shall be governed by the provisions of Haryana Apartment Ownership Act,1983 and no permission shall be granted by HSIIDC in this regard thereafter."
Can anyone please tell me what is the procedure I can follow to get the apartment ownership changed to my name? What are the list of documents that I need to submit at registrar office and what is the cost involved? How can I use RTI to avoid giving any bribe at the registrar office?
