HT EB line Changing -reg

Dear experts, A High tension EB line is passing through & very nearer to an individual's building. If he wishes to change it through another way, & requests govt., does he is liable to pay the incurred cost for changing or govt? Plz advice with your legal suggestions in favour of a common person.
