How to possess legal hiership for immovable property

My father died in 2007 and my mother died in 2010. My father owns a house and is survived by  2 daugthers and 1 son.

I am married and my two sisters who are unmarried stay with me. My father did not leave any will for the house. Now I and my sisters want to develop the property for which we would require the legal hier certificate.

Please suggest us how to procure the same.
