How survey numbers are allocated when a plot is created?

I purchased a Plot in a CMDA layout in Chennai and the Plot has three survey numbers, let say  10/1,10/2,13/1.There is a another land which is next to my plot, has a survey number 13/2; in fact, the land(survey number 13/2) comprises more plots and it’s partly sold to buyers.

Few days back, I got the Patta for my plot; when I check the survey number, it shows 10/7 & 13/2.

I have few queries as follows

1)      My sale deed shows the survey number is 10/1, 10/2, 13/1, but my Patta shows 10/7 & 13/2; what is the logic behind in conversion of survey numbers?

2)      My Patta shows the survey number 13/2; yet another land which is next to my plot, has the same survey number 13/2. What is the reason behind this?

3)      Which body is responsible for providing survey numbers when a new plot is created?
