How many leaves an employee is entitled of it company

Hello everyone,
I am working in a small scale IT company based in Mumbai, since last 1 and 1/2 year.

Our company have established a structure for leaves. 


According to it, employee is entitled to 3 leaves for the first 6 months probation period.


Thereafter employee can take 10 leaves in next 1 year(year starts after probation completion date), then 12 leaves for 2nd year, then 14 in 3rd year and then 18 there onward for each year. 

Also, 9 holidays for a calender year.Our company have weekly off on sunday and off on even saturdays.

I want to know that whether this policy is legal or not?

I have a strrong doubt that our company has been eating up our leaves.

Our company is member of the STPI - Maharashtra.
