House number changed

When I registered my plot (independent house by builder in extention of  gated community), it had a number 00A. Later, when the layout was approved, the authorities asked it to be changed as they were an 'A' added to the numbers already existing in Phase1. Our house was then given a new number (a different number and no alphabet attached). The builder said that he will get a rectification deed done to take care of the change in number but hasn't got it done (after 1.5 years of layout approval with new no.s) despite numerous reminders by e-mail and phone. Every time they give a new date and then don't get it done!

What are the implications of this on us? What could be the builder's motive in avoiding registration of rectification deed? Are we safe with the copy of registration with a plot number which doesn't exist in approved layout (the no.s of 3 neighbour plots mentioned in sale deed is also now changed) ? What to do  if builder doesn't register the rectification deed? Are there any alternatives for us? Please help.
