Heavily fined and accused for not handling items in procurem

I am working as Hostel Incharge in Govenment office. Our office purchased the 3 televisions from govenment online portal and was delivered to head office in another state and Head office couriered the same product at our office in punjab.
I have received the items and put the signature on just receiving paper. I have kept the items in safe place without opening it. Now Television Boxes were opened after 20 days delay in front of television company service engineer. It was found that 3 TV's panels were broken.
Now, Head Office has accused me for not handling the boxes properly and has fined heavily without giving any reason. What should i do?
