Can a person who is a employee in a clerical cadre can lend handloans more than 10 lacs of Rupees in a short span of time like in a year without any security. Also I need to understand the concept of Handloans.

It depends on the financial position of the lending person.You cannot just point a person for being in a clerical cadre. Like he might have huge amounts left by ancestors.

If the Hon'ble Members of Parliament can give a bag full of money to his comrades inside the Lok Sabha, whats the big deal with 10 lac handloan by a clark? What's troubling you?
