IN the title of query you have mentioned that company is Govt.

You may go thru Service Rules and Regulations that should explain the provisions, including during probation period.

You need to explain that there is no conflict of service time/work hours and study hours.

Did you apply in writing and did the authority reply in writing?

You must apply  in writing and obtain permission in writing?

1) As advised verify ur Service Rules as to pusuing studies during the probation period and treating the absence as on LOP and naturally consequential extension of probation.

 

 

2) It is not clear whether Government/ PSU or Pvt/Public Ltd Company as raised above to comment on NOC.  After some service say seven years minimum, the Govt even allows sabbatical leave, in ur case of course does not arise being on probation.  In Government, NOC is given for P/T or DDDE without causing any dislocation to the normal office work.

 

 

3) The Institutions where u pursue study normally calls for NOC for employees including P/T courses also, which cannot be waived in individual cases.

 

 

4) U may apply in writing and obtain reply from the employer to know the reasons for denial of NOC.

 

 

5) U hv stated no need to go to Institute except Thesis presentation.  May be u r not attending the course unofficially, but in regular course the whose second year is not waived.

 

 

6) U cannot hv both at time full time employment and pursue regular academic study at a time.

i have applied in writing but they are not giving any thing in writing . they are simply denying
