Government not complying to clauses of service bonds while tormenting the signatory by same bond

State of Uttarakhand has very poor health facilities in rural and hilly areas for which govt has ensured to make every MBBS student taking admission to sign a service bond in which the signatory has to give 5 year service to the state or he/she will have to deposit 30 lac with interest to the govt.
There are few irregularities in its application.
1. it's clearly mentioned in the service Bond that the medical officers who are being appointed into the rural areas are to be given salary and other allowances equivalent to permanent medical officers and all other service rules will also be applicable on them.
2. but when comes the implementation part the government is posting the medical officers in the rural areas while giving them salary around 30000 less than the permanent medical officers.
3. for this issue the doctors had file writ petition 380 of 2016 in high court of Uttarakhand, in which the court directed the petitioners to contact govt and ask for compliance of the bond.
since last two months almost 3-400 doctors have sent multiple letters to govt regarding these issues but no reply is coming.
4. our documents are also kept at respective colleges and every time for filling and appearing for PG counseling we have to go through unnecessary hassles in obtaining the documents.
kind give your expert advice as to how these issues to be approached for suitable results at earliest possible time.

Hope you have irrefutable written record of all transactions posted by you.

There have been many threads on similar query at LCI and citations/judgments have also been shared..

The Doctors associations in many states have acted in such matters..

The HC has already issued directions and you all need to approach a very able senior LOCAL counsel of unshakable repute and integrity specializing in such/civil matters and having successful track record …………….and worth his/her salt…to get your originals back and your rights restored..

The Govt is violating IT’s own promises and committements, instead of acting as ideal employer…

Apparently the merits are on your side and courts are ‘Parens Patriae’; legal protector of citizens unable to protect themselves…

Sir should we file a writ petition directly or sending a legal notice could be a primary step Because last time court asked us to put our demands in front of govt, we've send letters but should we also send legal notice about binding to clauses of service bond?
