Gaming business registration/license

I want to open a ps3 gaming lounge/parlour in chennai tamilnadu (india) where people can come, pay and play. No computers or online gaming. Some people are saying there is no need for license just need to give a letter to concerned police station that we are opening business and no gambling or other anti social things will be conducted. But the relevant police station says we need to get license for opening gaming lounge from commissioner office.. Can any1 help?
