Try to solve the problem amicably .If you reside in a colony of in a flat, you can take help of President/Secrertary of your welfare Association. Taking legal recourse is last remedy for this you have 2 options
1.Issuing legal notice demanding him to get the wall repaired at his cost.
2. approaching court for suit for injunction.

Local police do not have any jurisdiction till there is some criminal case such as altercation quarrel, fighting, physical injury causing law and order problem.
You are residing in some Soceity or colony, mohalla village etc. has not been mentioned.
File a suit for permanent and mandatory injuction, compensation and damages, after issuance of legal notice through a local prudent lawyer.
