Judgement on who can challenge orders of Asst Charity Commissioner?

I had filed a change report before assistant charity commissioner under Bombay Public Trust Act.

The trust has objects solely for benefit to animals, trust deed categorically states that no human being can be a beneficiary in the trust.

The said report has been challenged by a person who is neither a member or trustee or beneficiary of the trust.

I have been issued notice by the joint charity commissioner seeking my reply on application filed by this unrelated person to set aside the appointment of trustees under Bombay Public Trust Act.

I am looking for strong caselaws or judgement of the Bombay High Court or Supreme Court that defines who has a locus to challenge the order of Asst / Joint Charity Commissioner with regards to internal matters of the trust.
