Kulkayda

I want to know about kul kayda.. i know its activated since 1st April 1957 but when its deactivated? My uncle has transfered the agricultural land which was under kulkayda to my grand father in his own name... is it possible to transfer such land in the name of one son, my father has 5 siblings in total. i heard that kul kayda was deactivated in 1972 aprox. and my uncle settled in village around 1975-76 then how he can get transfered the land in his name under kulkayda.
