Land use changein rural uttar pradesh

I wish to build a house on a part of my agricultural land in my village in Allahabad (UP). As I plan to avail home loan, Land Use Change (LUC) certificate has been sought by the bank. However, the SDM has stated that there has to be a constructed building for LUC declaration. Please clarify the latest rule governing land use change in rural areas of UP (Pl provide the link) and if prior construction is needed for issue of LUC. If yes, does it have to be a brick bldg, or even a mud/thatched hit would suffice.
